These are websites (in English language) of two main universities that match your goal. Both in Kiev.

Both unis provide students with dorms. You can read the needed infor on their websites.
A decent studio in Kiev is about UAH 3000 that is aprx USD 375.

I know, that in Donetsk we have a good university, which provide study computer sciences.
Tuition fee is approximately $3000-4000.
