If you wait until you get your residency, getting a driver's license is a simpler prospect, especially if you still have a license from your home country - often they will waive the test completely.
They accept driver's licenses from other countries here no problem, so there's no "urgency" to get one. But if you want to before you gain residency, then you'll more than likely be treated like a local and have to drive on a learner's permit for a while, then take a written and driving test. $50 bze ($25 usd) to get your license, renewable annually on your birthday.
