abt your budget, it is on the low side, you might have to fork at least 2,000 for a 2-bedder (HDB).

cheaper places are in the west and the north but I don't think that is going to be convenient because of the commute time of 30 mins you want. Around the east I'd say the cheaper places would be Pasir Ris/Loyang (D18). Prices are relatively higher in the East due to higher demand from expats.
