In the legal way: 100% tax on property transfer
For creating a company, then you have to show 250K (US$) investment.
I would suggest a JV, Partnership or Business Under BOT agreement. It would be easy if your wife/husband or close relative is a local 
.
If you are a business personal, then its not difficult to move to Sri Lanka. But for the job seekers or those who willing to find a job opportunity here, then its bit tougher than some of the countries. Our rulers think that we are still in pre 1948 era and we are still a British Colony. Some says its easy to migrate UK (for work) than Colombo

better if you can visit srilanka before you move in here.
