It depends what the proposed business is. Manufacturing/Factory business is deeply welcomed in Ireland and the procedure is relatively easy. You may qualify for an IDA subsidy too.

The only problem is that in Ireland, an employer must give their employee 3 warnings before they can fire them.

Corporate tax rate is 12.5% at present.

It can be difficult to recruit because of a large number of applicants to comb through. However, it's much easier to find an employee for cash into the hand (off the books). For this, the employee is generally happy to work for the minimum wage (or sometimes less) as a gratuity.

The Companies Registration Office (http://www.cro.ie/) is where you can register a business name (a "t/a", a.k.a. "trading as" - used by sole-traders or companies operating under names other than their registered names) and register a company such as a Limited Liability Company ("LLC").

There is talk that the Companies Act of 1963, as amended, may be amended again this year to allow for creation of LLCs by sole-traders without having to have more than one officer listed on the application. 

Comparatively speaking, it is not complicated to register a company in Ireland. It usually takes several weeks to receive the certificate of registration, which also contains the company's registration number.
