I'm Chris and I have only been in Stuttgart a month and a bit. 
I'm an au-pair and there is an au-pair club here in Stuttgart, its a good place to meet other au-pairs and to make friends in the local area as well and its not too far away from Stuttgart centre, so its quite easy to get to.  If you are intrested I can give you the directions and stuff on how to get there.

there are various expat groups, that can help you in meeting new people. As calator has mentioned, you can join expat-group meetings.
