Am Tony from South-Africa and wanna come to China for Visit. i was ask by the Chinese Embassy in South-Africa to provide a Government Confirmation letter called VISA NOTICE from the Authorise Unit like Foreign Affair. you shouldnt need that letter unless your applying for a business visa, type F, if your coming to visit you need a tourist visa, i have been here 2 years on business visa, my customers just keep extending it. if you really want to come to china, the easiest way to get in is to fly to hong kong and make a visa there, can have it the same day
