Hi Julie,
at this moment you don't need to bring here a TV-set or your favourite fridge - not like five years ago Now I have only a couple of things I need to order from outside: a good tea (not in a bags) and some habitual medicine.
About a car. As a foreigner in Montenegro, you can drive a car with any registration, it may be cheaper than to buy a car here and to get a 'ME' licence plate. For example, last three years I'm driving british car (so many of my friends), now I order new one in Italy. Lot of expats drives american cars. You only paying insurance about €220/year.
