For sure it's not as good as it used to be after all the earthquakes they've been having 
Most people still use their cars, public transport isn't good in New Zealand and it has one of the highest rates of car ownership in the world, higher even than the usa.

What public transportation? Other than buses there isn't much.
Christchurch is a flat city and many people ride bikes. There are many lanes set up for this purpose. As for the worry of safety while in traffic, for the most part the drivers are very aware as cycle use has been popular for a long time.
