We bought our dog from Brisbane to Vanuatu with ease. We used a company called Dogtainers. Pretty sure they are all around Australia.
There is a minimum of C3 vaccination certificate & an import permit required. He had to be vet checked by their vet and stay at their kennel for 3-4 days.

Not sure about returning to OZ though. I have heard that they need to be in Quarratine for 4 months or more.
